Vali Incorporated is seeking a Program Project Manager who will support the Naval Surface Warfare Center located in Dahlgren, VA. The position will provide support to all technical and engineering stages of systems development, testing, integration, fielding, quality assurance (QA), certification, and maintenance. The successful candidate will participate in systems engineering activities including: concept definition, system architecture development, system design, operational and system requirements development and management, external and internal interface management, security engineering, systems certification, communications and network engineering, hardware design and integration, system interoperability support, integrated logistics, training, fleet support, tactics and operations, mission engineering, metrics collection and analysis, modeling, and simulations. Other duties supporting these efforts include providing business operational and financial support, technical writing, documentation, configuration management, database maintenance, information assurance, and system administration.

Job Description:

  • Coordinate inputs, generate, deliver and maintain meeting agendas, meeting minutes, action items, presentation materials, work accomplishment highlights, and program status
  • Generate/maintain Integrated Master Schedules (IMSs), identifying resources, critical path items, and addressing schedule conflicts.
  • Coordinates inputs, generate, deliver, and maintain program/project budget estimates.
  • Track program/project budget execution, address budget issues, and recommend responses to budget data calls, and produce program/project budget.
  • Provide financial support to include developing, tracking and reporting department, divisional, branch and program/project monthly financial metrics and status (funding and expenditures, labor and non-labor), and making determination of an estimated date that current funding for associated tasking performed will be fully generated, updated, and maintain program/project Work Breakdown Structures (WBS).
  • Coordinate input to establish an estimated financial spend plan based on the budget per project WBS and update.
  • Prepare, review, and update programmatic documentation, including self-certification artifacts, master program plans, test and evaluation milestones and schedules, system configurations, and acquisition.
  • Prepare for, support, and participate in formal and informal programmatic, project, and technical meetings.
  • Develop Technical White Papers.

Minimum Qualifications:

  • Bachelor's degree in a Engineering, Mathematics, Physics, Operations Research, Computer Science, or Business an
  • 15 years of experience in program/project management managing a team of diverse skilled professional, technical, and support personnel involved in Naval systems design, development, test and evaluation, manufacturing, production, field support, and training curriculum development for Naval applications
  • Experience providing technical direction and coordination of multiple complex projects to project personnel and demonstrating responsibility for all aspects of performance, and the overall direction of all project activities and personnel.
  • Experience interfacing effectively with customers and delivering quality products on time and within budget.
